This report by the Global Efficiency Intelligence (GEI) focuses on Green Public Procurement (GPP) for steel in these countries, as major steel-producing nations with high CO2 emissions intensity in their steel industries. 

Despite being key consumers of steel, the implementation of GPP in these countries faces challenges such as inconsistent emissions reporting standards, setting feasible carbon criteria, decentralised procurement, carbon leakage, and lack of expertise. Overcoming these challenges and leveraging government purchasing power could drive demand for low-carbon steel and contribute to global efforts in combating climate change.
